NationaHighway tiff threatens Canada-EU trade deal
The outer belt, 407, around Toronto is a toll road that was recently sold to a Spanish consortium. A foreign company owning a toll road?
This is something that would never happen in the States. The last time I was up there, my sister who was living there for a few years steered me towards the 407, stating "go ahead and use the private freeway. There's very little traffic and, as a Yank, they'll never track you down since they don't have toll booths. Instead they take photos of each car and mail the bill to the driver."
She was right. We never got a bill. Thanks, Canada.

Actually, most cars that use the 407 have transponders that automatically detect when you enter or exit. It's only if you don't have a transponder that your tags get photographed.
